Custom cold air intake?

Custom cold air intake?
Where would i go to get a 3" polished pipe fabbed to locate my Bonez cone filter intake in front of the radiator, or something?

ALso, how would i go about preventing water to get into the cone filter in fron there?

As long as it stays up towards the top of the radiator, it will not get wet.
