cruise control?

is the module on the drivers side strut tower with a cable running to the carb for the cruise control?

No. That is the hot start assist motor. Cruise diaphragm is on passenger (left) side firewall with a cable running to the carb or FI linkage.

That's the Hot-Start Assist.

The cruise control is on the passenger side towards the rear of the engine compartment, almost to the firewall.

It's not strictly necessary - you can do the same thing by just opening the throttle with your foot when restarting while the engine's hot. It was put there to prevent flooding by average drivers. A convenience rather than a necessity.

another question. whats the black plastic flapper thing in the stock intake for? right where the opening is for the air? i have two engines and both of them are seized half open.

where the filter element goes i meant. does it need to be there if i remove the emissions?
