I cant see what that circle is pointing to. Is it the single wire connector thats actually on the carb?

yes

yes it is, i think that my idle settings might have something to do with it. because i messed with them a while ago to try to get it to run but i now regreat that, its a connection coming off the carb that has a blue wire and it is plugged into a green one currently. i know its not the floats or the jets because of how it switches flooding which is good i just need it to run my temp permit runs out in 2 days so i gota get it regestered or pay another 40 bucks to get another temp

I still cant really see anything useful in the pics sorry. But you cant flood only the primary or secondary bores on a Nikki. Each bowl feeds one of each so either you flood the front or rear rotors.

~update! i paid closer attention and had my dad look while i started car kept at idle ect... and we conluded that that connector just disabled the secondarys alltogther and just let the primarys flood in when it was disconnected but now, with it connected it only one secondary floods now wich is progress!!! but i noticed thier is some crap aka little peices of leaves or something on the endds of the little things that are flat you no that wobble back in forth and you can see when you look into top of carb with charcoal canastir taken off, is thier a way i could clean that out without harming my carb, like could i put a vacum up to it and suck for my dear life? or would that ruin it?

How about removing the entire rats nest completely and and charcol canister too. Save headaches and future problems.
