cold start fluid

My car is in storage right now so i'm not sure that's exactly what the bottle said, but if memory serves me there is a container labled "cold start fluid". What in the world is cold start fluid and why is it needed?

from what i have picked up basiclly its a blend of somthing in that contaion with a mini pin valve that at first starts when it is freeezing it drips some into the engine causing a higher compresion..for an easier start...but from teh factory they didnt work...people said they will take them apart open it and only see nasty rust water,,,ect.. when i take my rats nest and put my electric fan im gunna take it out because here in SC freezing isnt much of a facter...but if it is i drive my other car with heat.lol
