Clogged fuel line?

Clogged fuel line?
I think I have a clogged fuel line.
My car died the other day, after a few weeks of starting really hard (like more than 5 min of cranking )
I checked for spark, and it was good. I read in my haynes manual that if you take the fuel line off the carb and turn on the fuel pump, it should pump at least 1.1 liter in a min. I barely got any fuel out of the line. (this was with a new fuel filter)
I went out and bought a new carter fuel pump (its considerably quieter than my stock pump, but you couldnt hear that over my exhaust anyways :P: ) and it still dosent work. I did the fuel pump test again, this time getting <1/3 a liter of gas in a min.
I have a new fuel filter and pump, and still not enough gas at the carb. that means a clogged fuel line, right? If so, wouldnt the blockage be before the fuel filter? I cant imagine anything big enough to clog the fuel line getting past the filter
Note: when I took off the old fuel pump and filter, there was NO gas in any of the lines. they also dangled open under my car for 3 days (waiting for new pump) and it didnt drip a drop.
Am I on the right track?
P.S. this is on an 82 gs street port with the stock nikki carb

Drain a little gas out of the tank and see if there is any rust in the fuel.
Chunks of rust will sometimes fill up the inlet tube in the tank.

is there any way to drain fuel out of the tank with out taking the tank out of the car? I am sure the tank needs to be cleaned, its over 20 years old now, its probably pretty crappy inside.
Should I take out the tank and clean it? (im pretty sure you can put something in it to re-coat the inside or something, ill do a search )
