Question Carb stuff

I found a mechanism on my carb.. 85 GSL.. which I'm not sure what it does.. I know its like a lever type thing hooked to a cable, see in the pic.
I'd like to know what this is called.

(the pic is from the passenger side, the circled thing is at the rear of the carb)

cant remember, but if you ever see it resting down, under where it is now move it back up to where it is in the pic.

What's circled is the lever for the sub-throttle (the rod with a spring) and the throttle return spring (the lower one). Combined, they provide the tension that the throttle cable works against. If they aren't connected, then the throttle plate won't close when you take your foot off the accelerator pedal. Connect them both.
