Carb rebuilt, refuses to idle below 1200rpm

Rebuilt carb, but engine refuses to idle below 1200rpm. Should timming be retarded to alow engine to idle? Timming was fine before rebuild, but car would not run above 50 mph. Car still will not run above 50mph. Therefore, could the timming been advanced since time of purchase?
modifications since problem began:
new fuel pump (aftermarket)
fuel filter
cleaned gas tank (no sediment)
new distributor cap, rotor, wires & plugs.

I'm not a carb guru - but have you checked the throttle linkage and made sure it's adjusted properly?

I have not ajusted it since the rebuild, but there's play on both cables, so I know there not overtight.
