For the "which is easier to modify" part of your question:
Stock Mazda EFI isn't very modifiable. You can change to larger sized fuel injectors, you can install a fuel-cut defencer, and maybe some tricks I don't know. But it's pretty much a closed door for those who want to put a lot more air & fuel into the motor than Mazda intended.
Aftermarket EFI, with a stand-alone fully programmable computer running your motor according to your lap-top-issued commands, is almost infinitely modifiable. But with that power comes steep prices, lengthy time investments, and learning new skills.
Stock 1st generation RX-7 carburetors are fairly modifiable. Check out www.Yawpower.com for enough carb info to make your head explode.
Aftermarket carbs such as Webers are more modifiable, but have their drawbacks in all-weather driveablity and cornering.
Do some searches in this section, the 1st gen section, and the whole dang Internet, and you will learn much.
