What do you mean, "...as soon as I put a load on it"?
You mean as soon as you hit the pedal? As soon as you go up a hill? As soon as you take a dump on it?
What?

Have someone look in the carb as you give it some gas, make sure youve got a nice solid flow (look for spurting and spurts of fuel) comeing out the primary jets (the ones that shoot gas at an idle). If your carb is subjecting the motor to a nice steady flow of gas its prob not you carb. Have you check your plugs?
Man that could be a BIG reason why your wankle isnt wanklating right lol. What type of plugs do you have in there and how long have they been in your engine? Plugs on rotorys foul out all the time! And you cant put just any plugs in there youll need to get a set of ngk 7s! Go to your nearby napa and pick some up and give that a try.

I think now would be the time for a full tune-up if you haven't already done so. I'm guessing not since you had to replace your fuel filter. Plugs, wires, cap, rotor, change coolant, air filter, fuel filter (already done). This is the first step when buying a used car, especially one this old, unless of course, you know for a fact it has already been done recently. Also check your coils, although they should be fine. If the problem persists then go on to the fuel system.

Possibilities:
The float bowl solenoid isn't hooked up so the carb can't vent.
The check valve (commonly referred to as the "restrictor") is in backwards, flooding the carb.
The needles have **** in them and can't close.
Familiarize yourself with the fuel pump fuse. Yank it and try to start the engine. That'll help clear the carb of fuel. Then pop it back in & try again.
While it's flooded, there's nothing you can do to fix it until it's no longer flooded.
