car wont shut off

ok i went and looked at a 84 base model. And got in it started it and run it for a while and it wont shut off what would be the cause of this. BTW has striped emmisions and yes the places on the intake have been blocked off.

Well, the coil must be getting power from somewhere. Either the ignition switch is screwed, or there is an extra power wire running to the coil. I'd start by looking for extra wiring at the coils...

About non more than an emissions equiped car. The only power you make extra is not having the air pump. If you want the extra power, you need to remove the cats...or just get a new exhaust system.

some one told me it would easily give 10hp? Plus with a new exhaust there is more hp gain.

Removing the emmissions does nothing for power. As said, the only thing it does is remove drag on the pulleys by getting rid of the air pump. Now, just removing the cats will probably net you 10hp. Getting a whole exhaust such as a RB system, will probably net you 15-25hp, depending on the condition of the engine and which system you choose. By whole exhaust, I mean everything from the header to the mufflers.

There is a big difference between dieseling and not shutting-off from the ignition.
