can't get car in gear

Just recently my clutch has been sticking a bit at the top so that I have to pull it back from underneith the pedal.
Now sometimes I cannot get my car into gear.

I looked at my fluid level and it was below minimum, so I filled it up and bleed the fluid. The pedal is still sticking at the top sometimes.

What do you think could be causing this problem? Could it be the master cylinder? Also I hope it has something to do with the clutch and not my transmission.

Thanks.

i would check to make sure its not something simple like a rod or nut (under dash, etc) hanging on something. then check to see if the slave is catching. could be a throw out bearing maybe? just putting out ideas here.
