Buying an RX7

Found a 1983 RX7 for sale for 700, doesn't seem to be to bad of a deal, but was hoping to get some forum feedback, here's the gist of the ad
1983 Rx7 limited edition, 5spd, 117k miles, red interior, black ext, sunroof, new steering wheel, new dashboard cover, good project or parts car, running but starter spins sometimes, idles rough and a little high, but runs strong and still has good power, really fun to drive, I bought the car as a project, but I don't have the time with school and work
Opinions? suggestions? i'm kinda worried about the starting spins sometimes thing. i'm not sure what exactly he means.. so.. suggestions?

The starter problem is probably the starter solenoid going bad (easy and cheap fix). Rough, high idle sounds like a vaccum leak. Can be tricky to track down but usually not too bad. At just 117k and $700. I would go for it if the body is good. Offer him $500 though and see what happens.
