Question Buying new cats

My car has an 83 gsl motor put into an 84 gs. The motor in the car now passed a year ago. Now the cherry bomb is hollow and i think the cats are toasted due to runing very rich. So i need to pass this dam smog to tag it. Cant i just buy 2 65 dollar cats and weld them in line and put my stock muffler back on?
My smog is 650 hc needs to be 220
and 7.1 co2 and it needs to be less than 1
and my co is good
I tryed tuning the carb on a machine at school but i could get the hc down to 390 but the dam co2 goes to 10.2 What the hell!

Well any help will be appercated

Ps i need to do this legal cuz there cracking down on us bribers out here and if she does not pass i got to put my money into my 1982 celica supra!

that sucks you have to do that. here in columbus, ohio we dont have emissions so i dont know what you need to pass. i would guess that works though.

You should only need one good cat. I live in cali and I passed emissions with 70HC and 0 o2. I had a friend of mine tune the carb he has been workin on RX7's for years it took him about an hour to bring my HC's down from 400 to 70 . And all he really did was adjust the A/f then adjust the idle, adjust a/f adjust idle and switch back and forth with the car running and the emissions will slowly come down. Also you want your idle to run about 1000 anything lower and you will pollute more. Also make sure you have a clean air filter and good spark plugs and you shouldn't have any trouble passing.
