so the butterfly valve on the passenger side does not open, but when i stuck a skrew driver in it open fairly easily, and i moved a hinge and it opend that was as well so i'm wondering if the hinge to open it isnt connected to somthing, but it does appear that the driver's side butterfly valves work correctly, and i belive this is the reason it hasnt started.

 

Assuming you have the stock Nikki carb, the primary barrels are on the driver's side, secondary barrels on the passenger side. Since the secondaries are vacuum operated, they won't open while free revving, only when the engine is under load.

okay, then I dont know why she isnt starting, i can hear it compressing, and I know i'm getting spark and the fuel pump works properly and its get pelenty of new gas, and i did choke it and then half choke

 

Pull your plugs and see if they are wet. Sounds flooded if you are cranking the secondaries and using the choke.
