Brass valve next to charcole canister emmits noise

Brass valve next to charcole canister emmits noise
Yep it's me again still trying to get my 85 GSL-SE Rx7 working.
I've tried new park plugs, retiming (both leading and trailing), new fuel lines, new fuel pump and filter, check to make sure all plugs are fireing, check leading and trailing ingitors, etc....
anyway the other night some friends of mine were in town for an autocross and they were check out my Rx7, trying to see if they could figure out what was wrong with it and they noticed a sound they heard right before the engine would die.
It sounded like a small air horn sound that lasted less then a second...it's comming from a small brass valve thing locaed under the charcole canister. There are two lines leading to it (one much smaller than the other). Right before I rev it high enough for the engine to die (about 3k to 4k rpm), I'll hear air escaping from this valve. If I stick my finger over it I can feel the pressure build up.
Is this sound normal (I'm guess no) and does anyone know what could be causing it and if it has anything to do with my engine dieing around 2k to 3k rpm?
