I got an inspection of a series 2 gen. rx7 that I'm looking at, everything seems to be okay except for the "brake master cylinder" that is "on the way out" / "needs resleeving" in the near future.
Can someone explain to me what this means and how costly it is to fix?

I have never heard the term "resleeving" but I'm guessing that's Aussie-slang for "rebuilding". I say just go for a remanufacturer master cylinder. Check rockauto.com for replacement parts.
And, what do you mean by "series 2 gen" ? A series 2 or a 2nd Gen? Please keep in mind that this is mostly an American operated forum.

From the searches i've done the master cylinder is where the brake liquid is stored, and is under the car near one of the wheels somewhere?
And i'd think the prices would be fairly similar between aus/usa.

The brake master cylinder is located up top, against the firewall and bolted into the brake booster (a big black canister against the firewall).
A reman brake booster should cost you about $50, or around that.

MC repair
If you have the option I would suggest removing the MC and dismantle it to check the condition of the bore. Is the bore is pitted get the remanufactured MC, if it is not, get the repair kit from Black Dragon. It should be about $12.
