best way to tighten belts?

How old is the belt? I've found that some belts start to sqeak when they get old and some just seem like they naturally squeak. Does get annoying.
Usually on tightening, I get a big breaker bar or long extention for a socket, push it up and tighten it up.

Check for cracks on the underside of the belt (the side running against the pulley). Belts sometimes wear into the "vee" of the pulley leaving only the edges of the belt getting the traction, then they can start to squeal.

are you still running the emissions pump? if not, then that could be your problem. without it, it's tough to get the tension you need on that belt causing it to squeal at the water pump(not the alt). so far as i know, the only fix is a double pulley to give the belts more area to "grab".
