best upgrade

I want to know what the best hp upgrade for my car (1985 12a manual rx-7 GS) would be regardless of the price (besides taking out the motor).Im looking at a haltech e6x or a rb muffler.Thanks

Not just the RB muffler - the complete RB exhaust, including header.

Where are you located? Is smog an issue for you?
