Barely Failed my Smog test- ideas?

Barely Failed my Smog test- ideas?
My '83 GSL failed the RI emissions dyno test. here are the results:
hydrocarbon= 2.39- limit 2.25
CO= 5.81 - limit 23.74
NOX = 2.01 - limit 3.25
I was going to give the car a tune up before the test but the stuff hasn't come in yet so i don't know the age/condition of the sparkplugs. from looking at the print out of the test it went over the limit at about 15mph, after it peaked it went back down below the limit for the rest of the test. The car runs awesome so i kinda hate to fudge with the carberator, besides i donno if adjusting the idle mix or speed would help.
BTW, if you live in RI don't go to Sakonnet auto in tiverton the guy was a total douche.

new plugs (not too expensive) and that guaranteed to pass stuff should help. drive the car about 45 mins to warm it up and before they test it have them rev it to 3-4k for maybe 45-60 seconds. tell them because its rotary and works differently than a piston Internal Combustion Engine. (I.C.E. I.C.E. baby, NOT!) yeah that should help.

i read a post that said if you red line the engine it burns up the built up carbons,because rotary engines run rich and doesn't burn all the fuel up theres alot of carbon build up,theres a saying for first gens that says a redline a day kepps tha carbon away.
