Can you "read" a rotary's plugs to tell if it is running rich, lean, excessive oil burning etc. the way you car on a "conventional" internal combustion engine??

Yes. But to really know and fine tune, clean them or replace them, then crank and warm and then run it hard for a bit. Then simultaneously push in the clutch and turn the engine off. Now stop and look at the plugs.
Or (While driving at speeds over 50) Randomly hang in and out of the window yell horrible things to oncoming drivers. When you come to an intersection, jump out of the car and roll around on the ground for three seconds... Afterwards...check your plugs they will tell you how they feel
