Another gas gauge question.

A few months ago I ran out of gas even though the gauge showed a little less than 1/4 tank. (at least I think I ran out of gas. The fuel pressure went very low, the car would start but die if you stepped on the gas. I put in more gas and it ran fine) I've noticed that when I fill it up the gauge goes to full and stays at full for quite a few miles before moving and then goes down at a normal rate, for a car that gets terrible mileage, that is. I think maybe it would go way past 'F' except the gauge is built so that it can't.

So, the question is: Is it possible for the gauge to be working fine but just shifted over about a 1/4. Can it be adjusted? BTW: What's the fuel capacity of an 85 GSL-SE? I also, have a Geo Metro and it's supposed to have a 10gal fuel tank but I've never put more tha 6 1/2 gallons, so maybe manufacturers figures aren't really accurate.
