Aluminium Rim Cleaning.
Alright this is the story, The guy that i bought the car from, had every wheel painted differently (one silver, one orange, one yellow, one black) I relly don't know what inspired him to do this (prob some ricer magazine or something) but final point is i want that pait out in the safest way ... what do you guys recommend? I don't have sand blasting machine, and no buffer.

Rollin' coal and 53mpg!
After you do that, get some Mother's Mag and Aluminum polish. It'll take a LOT of elbow grease, but it's worth it...
First pic shows how pitted and nasty my wheels were... second pic is after 2 hours per wheel.

Look up Chrome platers. They have big polish machines for polishing EVERYTHING before it gets chromed including aluminum. Have them polish it for about 25-35 bux per wheel. They may be asses at first and quote you 75 bux per wheel but bargain with them.
-or-
Just sand them by hand with 400 grit. Then wet paint them the color that you want. You have to break them down first. BUT You can even cure one wheel at a time in your kitchen oven.

I just did mine
Circa 1850 paint stripper works great and available anywhere - Walmart, Crappy Tire, etc.
If you find the rims are corroded underneath the paint, you will either have to sand them as mentioned above, or for perfect results get them refinished. I know there's a place in Toronto that does them. They machine a few thousandths off, and re-clearcoat them. I just had mine done, and unlike the guy above from California, it cost $130 per wheel. Mine were sent to Montreal.
If you do it yourself, just make sure to buy some wheel clearcoat from Crappy Tire, or they will just corrode. This finish is quite soft for a few weeks, even rubbing your hand across it will make fine scratches in the clearcoat, so be carefull.
