I would say that the regulator is bad, now I dont know if the 7's have em internal or external because I have not ran into this problem with the car yet "knock on wood". This type of senerio has happend to me before in an 84 chev 1/2 ton and the b2600i, the volts went way up, and it was the regulator. Its not too hard of a job to do, long as you do it right the first time around (i used the wrong type of solder and the shittin wires came loose and then i had to take apart again and do it over.) BTW the volts should range from 12-14.3V, 14.3V being the max at any engine speed depending on electrical load.
