85 gsl-se, voltage on vent silenoid valve?

85 gsl-se, voltage on vent silenoid valve?

My question is on an 85 gsl-se, the vacuum silenoid and relief silenoid valves that control the BAC valve, what voltage when the engine is cold and you turn the key on, should there be to the common connector that hooks to both of them? Does the engine have to be running in order for voltage to read on the plug? I get zero voltage but if i apply power to them manually they click.

its a duty cycle, so the voltage should vary with idle speed.
