Swapped the old speedometer into new/different non-corroded cluster, CC immediately started working with my old speedometer...

Looks like the poor general condition of the circuit board and meter mounting screws was impacting the continuity of the speed sensor enough to keep the CC from functioning--although it apparently had enough continuity to pass the ACC checker test.

With the "new" cluster, CC works, meter needles are rock solid/don't jitter or shake, and cluster lights seem brighter/steadier.

Thanks for the suggestions to replace the speedo, without that I wouldn't have ever corrected the problem.

No problem. It took me over 6 months of research, testing in my spare time and parts but like most restoration work the end product makes you forget all the headache. Cheers
