don't know what this wheel with timing marks ur talking bout unless u mean the front pulley. when u put this pulley on was it still bolted to the piece that is keyed to the eshaft or did u have to bolt it to it? if the latter, maybe it's clocked wrong. so if ur timing the engine off the pulley and it's not oriented right, then the timing is off. don't know what a teo vacumm libes is either but my guess is u mean the vacuum advance lines to the distributor(dizzy as some call it). they should be connected the vac port on the side of the primary metering plate. i'm not using vac advance so if u decide to not use it, leave the vac pots open. and how do u flood the engine to get it started? a flooded engine will not start, meaning too much fuel for the plugs to ignite.

When you get it started use a timing light and see if it is set right. Also did you replace your fuel filter?

Double check the timming and check for any vacume leaks. U can use the vacume advance if you want. It really only helps at low rpm/loads. Mechanical advance works at the higher rpms. also make sure you have the plugs on correctly and that the ignitors are correctly wired. IE the trailing ignitior is on trailing and leading is on leading.

any flammable spray like starting fluid or maybe even carb cleaner will cause the engine rpm to change when sprayed near a vac leak.

The main pulley that has the timing marks on it should be secured using a single 19mm bolt installed into the snout of the eccentric shaft. This should only be removed/installed with the engine out of the car. If you installed the pulley using "three bolts" as you said then it's likely you have the timing marks out of place.

There was a post about finding TDC without using the pulley markings, search for it and set TDC, then check the timing marks on your pulley.
