'81 no air from face or knee vents on bi-level.
When placed on max (the re-circulation) I get air from all of the vents but when placed to bi-level I get cold (or hot) air but only on the floor and windshield vents. According to the chart on the '85 FSM page 15-82 I should be getting air from all of the vents.
I am at a loss as to what could cause this. The only thing I could imagine is that I somehow reconnected the cable on the blower motor wrong so that it is reversing how it opens or closes the flap on the blower motor when I switch between the two. Looking at how it functions though I'm not sure how that could be the case.

https://i.imgur.com/S3cjvaO.jpg Here is a picture of my AC controls.
When set to REC - A/C MAX adjusting the cool/hot slider adjusts as expected when the AC button is depressed. I get air from every duct including the face and knee level ones.
On VENT as expected I get air from outside.
When set to BI-LEVEL nothing changes.
When set to HEAT I get hot air from the floor and top dash vents.
I'm wonder if perhaps "BI-LEVEL" is not a mode to select but rather a redundant description of the lower slider control. Given that REC - AC/MAX recycles air and uses the AC/heater when the lower slider is moved I have to wonder if I am just being an idiot here. Any input?
When set to defrost air is blown out of the top (and I think side) vents).
