7k rpm power drop off

Have an 1985 12a with a pretty big streetport, 2nd gen ignition, stock timing, Holley 465. I have found that the motor seems to build power up till slightly after 7, then drop off. Should this be the limit for a streetport engine? I also tightened the belt today and got a sqeal at high rpm (6-7k)which I would assume is the belt slipping when the water pump resistance gets very high. Would a lightened aluminum front pulley from RB(10 or so% reduction in water pump speed) help increase the power build? I regularly take the engine to the 7-8k range and will probably do a half bridge on the new motor I have for it.
Also thought about my carb leaning out after heavy accel, I am running a pretty big no-name pump. How do other people's motors run after 7?
