7 won't start.

I went to start my SE today and nothing. I have 12v, but it won't even turn over. I'm guessing that for some reason I am not getting power to the starter. Fuses and fusible links are all good. I can hear the main relays click when I turn the key, but nothing. I'm open to any other ideas.
