the good news is that Mazda has done 4 rotors, so some of the guesswork has been done, like the firing order and such. you can also use normal 13B rotors and rotor housings.

the bad news is that you still need to do quite a lot of custom fabrication and machining.

anything is possible..... the cost is relative to the amount of work needed.

PPRE sells a "4 Rotor Crank Kit" for $13kNZD. Come with the 4 rotor shaft, 2 irons and few odds n ends.

I wish I had tens of thousands of dollars for my dream 20b swap...

RB Aluminum "irons" <----lolz, ironic huh?
pinned and studded w/ oversized studs
FD PP housings
Kiwi-RE 20b e-shaft
Mazdatrix titanium rotors
MFR dry sump front cover
NRS ceramic seals
Inconel header w/ tuned long primaries (why the **** not? I can dream)
MOTEC M880
Mazdaspeed 3.9lb racing flywheel & 5.5" dual disc clutch
...

Nope, but I did start massaging things to make the radiator fit. What I'd like is a dual pass aluminum rad with the lower fitting relocated upward, but that's big money. I'll make do with the stock short 3 row for now.

Thats a dream alright... I think you might spend more money on this than the taxes off of the lotto.
