Out of curiosity: why?
12a rotor housings are getting bloody hard to find in good condition, and since most people don't make 3-rotors out of 12a parts there is going to be a HUGE amount of custom fab work for you to do to make a 3-rotor 12a work. For example, how are you going to get a stationary gear setup for the middle rotor?
Just thought I'd throw that out there, in case you might have been thinking that you've got a bunch of 12a parts and would just need a shaft to make a 3-rotor motor...

Yes, lack of usable 12a rotorhousings will be the nail in the coffin for 1st gens in smog controlled states.

You might be surprised on the cost. I'm tangentially involved with Jeff20B's "ghetto 4-rotor" build (that actually isn't particularly ghetto), and Jeff Bruce's fees and shipping to and from NZ weren't actually too bad.
I'm inclined to agree, though. I thought about doing a 12A-based 4-rotor but came to the conclusion that later 13B stuff was the way to go... UNLESS you want to do a side-ported engine. Cool thing about 12As is that the Y casting intermediate plates have really huge runners, narrower than the runners in the end plates but a lot taller. My theory is that they could probably be made to flow almost the same as the end plate runners. That way you won't be starving the center rotor(s) for air in a custom 3- or 4-rotor engine.
On the parts availability issue: getting side plates resurfaced and re-nitrided can be done. Old 12A rotor housings can be cermet coated for about $300 a pop, IIRC. There are those who have doubts about cermet coatings, but at that price, I'd be willing to give it a shot.
