2nd Choke Diaphragm Won’t Hold Vacuum

hi!! i’m still pretty new here so i’m sorry if this is in the wrong topic.

but basically, i’ve rebuilt my stock nikki 4 barrel, and am testing it before re-installing. when i went to check the 2nd choke diaphragm, it wouldn’t hold any vacuum pressure, and therefore wouldn’t suck the choke open (as i think it’s supposed to do).

I’ll attach a picture of the module i’m talking about; and i guess i’m wondering a) is this a common problem? b) how can i fix this? c) if i need to replace the module, is anyone selling one? hah.
