1981 Carb

I have a 1981 rx-7, and I was wondering if I could put in a Holley Carb without having to do any modifications to the manifold.

No, you will need a manifold such as these:

Although, some run the Holley carbs on these cars, it seem that most like the Weber 48 IDA or similar.

You can do what some of my friends use to do and buy the 2 inch spacer for the carb and port one side to fit the stock manifold and drill holes so that you can bolt the spacer into the manifold and then bolt the holley onto that. I'd recommend just buying the RB intake though
