Yes. All rotaries '74-up have the same bellhousing bolt pattern, and all N/As use the same diameter flywheel and the same tranny input splines. Turbo II/FD have a different diameter flywheel and a different trans input spline, but there are ways to get around that. (The transmission will still physically bolt to any '74-up rotary and vice-versa, though)

and can i use the flywheel from a 12a
No. The factory flywheels have a certain imbalance to them and can only be used for a given engine/year.

You could either find out what year your 13B will be and locate a stock flywheel from its year range ('74-85, '86-88, or '89-02) or you could acquire a lightweight flywheel, which will bolt to the automatic counterweight.

welp...

what you need to know is what rotating assembly is in the engine. This is impossible to determine just by looking at the engine, because you might have something like '74-85 rotor housings and 12A side housings (practically same as '74-78 side housings for that matter) but with S4 or S5 rotors in it. Or you might have a S4 block with S5 internals, or with GSL-SE internals (because people think 3mm seals = better). Or you might have S5 rotors milled for 3mm seals so you can't just check seal thickness.
