12a very rich wont start -mikuni phh

Just rebuild my mikuni 44phh s5, set the float level to 12mm (according to the manual) and running a 62.5 pilot jets, 140 air and 150 gas jets. Hooked back up to car (as car was having idling issues prior to rebuild). Cranked it for a little and nothing. Neither with the starter on the carb. Pulled plugs (left pic is bottom front rotor). The two bottoms looked the same, tops were better but still very dirty. Cleaned all 4 and put back in... Still won't start. Pulled bottom plug and it was already getting pretty dirty (right pic). Any idea? Gonna check the float level and maybe move it to 13mm and have a friend check my ignition (each spark separately)

Other than that, I'm lost

Both top sparks aren't getting any spark.. So the top coil (I'll do both to be safe). Should I look into msd instead?
