12A Swap into 79 GLC- falls on its face at 2500rpm

I bought an 83 RX7 12A that had all the emissions and rats nest removed, and the nikki was completely stripped. I have gotten the engine into the GLC, and after months of parts searching, and rebuilding I was able to get the Nikki back to a slightly stripped version. I was aiming to go with vacuum secondaries but as I have been trying to tune everything, the whole setup just falls on its face at about 2500rpm, I think the secondaries aren't working, but I

have hit my limit of capabilities and I don't even know where to go with this setup

Check fuel pressure and the fuel level in the bowls through the sight glasses.

I see you have the return line hooked up, is the restrictor orifice in the hose? I'd just cap the return off regardless, it basically does nothing.
