AB 12a intake mod's

I am having trouble tuning my carb and starting to think it is related to my intake manifold. I stripped my manifold removed the shutter valve and simply plugged the external ports. Do I need to plug the cross-over passages which join the primary and secondary runners?

No! they are there to balance things. You probably have a vacuum leak.
