12a or 13b?
Right now I have an 82 rx7 with a webber 48 ida carb, and Rb headers and exhaust. I was thinking of putting in a new motor but i am unsure of whats the best way to go or if i should do something with the 12a. Maybe a 13b turbo or get a 13b ported and i don't know what kind of horsepower i would be looking at so if i could have some help or ideas on the best way to go i would appreciate it.

Take a look around the forum/search. TONS of info on it.
Check the faqs for useful info as well.
But since im not a search **** (or not n e more) I will provide some info
stock 12A produces about 100HP. With streetport and upgraded carb etc you can produce 140 HP with some other upgrades like exhaust and fuel.
13B N/A FI I believe produced about 160 HP Stock. Soo you can probably get that up to 200 with a street port and some upgrade parts.
Stock TII i do not remember. Somewhere around 200 rings a bell
With upgraded EMS, Exhaust, Injectors and a mild streetport you can make 250 HP.
These are not definite values. This is info gleaned from the site so don't take my word on them, as well as some personal experience. You can also SC or turbo 12A motors. There are members who had 600HP 12A motors, (680RWHP is close to Robert from rotary shacks user name)
Search around on the forum but this is just some info to get you started

S4 TII are around 180hp, S5's are around 200hp but w/ similar builds they will make make close to the same power levels. as for N/A, S4's are around 145hp, and S5's are at 160hp (all hp #'s are stock)
from what ive read a stock 12a w/ all the possable bolt ons and a good tune can get near 150 hp at the flywheel. ive heard of heavily built and boosted 12A's making over 720 hp at the wheels (ie. robert from rotaryshack)
overall there are many options you can go with, but ide suggest for now, seeing that you have most the parts already (carb and exhaust), is to build a stout N/A bridgeport 12A. that way you wont have to go all out and convert over to EFI for the later model turbo 13B's
