How far can i port my engine and pass smog?

"None" is the only safe answer. Beyond that, you won't know until you have everything all together and test it.
In addition, porting but then using the stock intake and exhaust (as you have to, to pass smog) won't gain you anything.
Unless the rest of your em.con. parts are all together and working, you'll be lucky to pass smog without porting.
