How are you testing? Is the test at the carb measuring volume, 12V on the pump, etc?

The pump is 12v powered and it won’t get fuel up to the carb so we pull the lines of and ran the inlet line into a seperate gas tank and it was pumping out of there fine.

If your problem has been isolated between the tank and the pump, then just drop the tank, remove the feed/return panel and clean or replace the pickup screen.

Plan to replace the soft fuel lines while you have it out as they are probably dry rotted.

We have done that about a year ago and a ton of crap was in the tank it’s self and I have been thinking about just buying a whole new tank because the fuel coming out is always been nasty

Im guessing it's clogged again. Get the tank properly cleaned or replace it. There's nothing else between the tank and the pump besides that pickup screen and some hard and soft lines. It's that or you simply don't have gas in the tank.
