Angry Emissions in Ca

I have been trying to smog my 84 for a while now and everytime i fix something i find more problems with it. Ok so just got back from smog station and when doing the 15mph test it jumped out of the range. After playing with the throttle a little bit he got it back to 15mph. but it fell out of range after a little bit.

My question is, where should i start looking for the issue, or if anyone has the same issue.

Thanks to this thread, the value of a smog exempt RX-3 (& other pre-76 cars) just went up 300%. higher than the mark up at best buy. lol

Shutter valve? Sounds like something on deceleration. Does it have a rough idle, or a whooshing noise on deceleration?

I have been super busy with work but had some time to work on it today. I tested the air control valve withe the fsm and it is no good. I have a 86 engine and the valve appears to be the same can I just swap the part over or are there differences between years?
