Differences on ´79 USDM SA engines

Hi, on the attached two pictures of '79 USDM SA engines it appears that one engine has a vacuum operated valve more than the other engine - the red to the left.

Why the difference? Is the one engine a CA spec engine?

Right photo appears to be a Cali SA - note "vacuum interrupter switch" round thing on very bottom right of photo, to Rt of Oil Filter.
The other car does not have this. It is a Cali Emission-spec component, according to the Parts Book.

Your reference to the "3-way valves": the Parts Book specs 3 for USA, 4 for Cali... but I only see 2 on the Lt Pic.... hmmmm
