Put in oven on a piece of wood @ 250F for 5-10 min to soften the silicon. Pull the lense off the taillight part. A heat gun or blow dryer helps. Clean off all the old silicon. Then use new silicon to reseal. Done. I did it ALL with a blow dryer, but it took me 8 hours

Silica Packs ? ROFL... good one... I like the idea, but that removes enough moisture to give an ant a facial.

So to OP, most lights have two methods of keeping moisture out, one keep external moisture out, and the other is a vent to let moisture trapped, get out.

So what you want is to seal the lens, and any cracks from the outside, and then make sure the light housing has a small tube like an elbow in a pipe drain, that let moisture out, on the inside of the car.

I did a lil research and was able to take the tail light apart using a mini torch and quick acting hands (not how the research told me to do it but hey, it worked). I wiped it all down and really couldn't find any obvious holes or moisture entry points. I heated the glue evenly and popped the lense back in. Looks clean as a whistle again. Now im just hopeing the re-seal worked. We'll see. "fingers crossed"

So it worked over night but i noticed as i got to a friends house that it was fogged covering the left blinker circle. So its sealing out water now just not fully like i would like it.

Does anyone know the name of the glue that seals the lenses up?

Go to a hardware store and ask for some silicone for something like a fish tank. I forgot what it was called, but that's what I asked some dude at HomeDepot and my tails have never leaked since. And make sure you scrape out all the old silicone, so the new stuff makes a better seal.

"Plumbers Goop" Silicone Adhesive, that stays flexible, even under heat, yet has great Glue Like Abilities....
