Oh, if it's used expect an additional cleaning fee and no warranty.

That's the only local shop I know of. I don't know why you got that quote. Last time I used them it was $21/foot for 2k heat coating. I don't think the DP is longer then 4 feet. It would probably be $40-$60 extra to clean it inside and out ($150 total). They probably gave you a quote for piston headers. Explain it's a 3" pipe and 4' in length. They have flat black but will recomend titanium grey. You can go there in person with it or ask to be connected to the building that actually does it, since they have like 5 buildings. The do engine and exhaust parts for RR&unR's rotary dune buggy things.

I forgot the name of the guy I talked to but I told him it was a 3" DP no longer than 4 feet in length. He said it would be about $225 dollars and would take 6 working days to complete. I was expecting to pay ~$150 for something like this.
I hear theres another place in Santa Fe Springs but no one recalls the business name. For $225, I'd rather buy a new DP to wrap in header wrap. My HKS one cant be wrapped all the way to the top because of its flat "head".

If you didnt even mention it was used and he didnt ask then he was smokin funny little yellow cigarettes. That's over $56/foot? THeres no way they almost tripled their prices.
Anyhow there's a place in WA and a few others. The only problem is shipping price both ways and add an extra week time for delivery.
If you drop it off first thing on a monday it should be ready by friday. It needs about 3 days to dry/cure. You are probably an hour or two away.

Straight Pipe 2"-<3" (pipe only) per ft $18.00
Straight Pipe 3"-<4" (pipe only) per ft $21.00
ALL PARTS MUST BE CLEAN AND FULLY DISASSEMBLED OR ADDITIONAL CHARGES WILL APPLY
This is pretty standard with all the companys.
Wraping is a bad idea when not coated especialy with cast steel. Moisture will collect in between the wrap and the pipe and will rust alot quicker. There's better ways to deal with the heat. I had the exhaust manifold and all heat shields heat coated besides the DP. You could also heat coat the intake manifold.
