Gonna be kinda hard to transfer it without a SMOG certificate...

 

Although the law states that the seller is responsible for a smog, you can still transfer a title without smog, you just can't register it and the buyer can get the seller into some trouble if he wanted to. But you can also put "race vehicle" in the bill of sale and the seller is scott free.

 

ACTUALLY.....


You can buy the un-smog certified car, do what ever repair is necessary to get it to pass emissions test, then pin the bill to the seller. It happened to my parents when they were still living here
