help with registration for title

I'm located in the Bay Area, CA. I bought an out of state car with engine problems in hopes of restoring it. In short, I've given up on it and want to sell it. However, the DMV says that I have to get it smogged to register it and get the title and that I couldn't register it as a non-op because it is an out of state car. Is this true? Can someone help me in getting the title in my name so I can sell it? Is my only option to get it illegally smogged?

thats not true. u cannot register it but u can change the title over to your name. u have to bring the vehicle to the dmv so they can verify the VIN and all that tho. i bought a truck from oregon a couple months ago. didnt have any of the smog equip so i knew for sure it wont pass. i went to the dmv and talked to them that i don't want to register it, jus wanna change the title over to my name. all u need is the vehicle, bill of sale and thats it i think.

As it stands now the car does not exist in CA. In order to change that, Ihskoolboy must registar the car. Ihskoolboy wants to sell the car. He can't legally sell a car that doesn't legally exist.
The seller is responsible for smog in CA. Changing the name on the title does not change that fact. You're talking about 2 different scenarios.

Birdy is correct about changing the name on the title, but if he wants to drive or sell the car... it has to pass smog inorder to complete the registration.
