Have Cal Smog tests just got tougher?

I tried getting smogged, emissions are fine, but every smog station I tried failed me on the "visual". What I was told was anything that is not stock must have a CARB number stamped on it for the vehicle to pass. Inter-cooler, tubes, air boxes... everything that is not stock. No exceptions, and they were serious, their licenses, fines etc.

Basically they made stricter smog laws for OBDI vehicles by introducing an evap system check. They do pressurize the system checking for leaks which will fail your vehicle even though it passes the sniffer. As for visual checks it depends on the place you brought your car, some smog techs are real asses but they are doing their job. Most techs let little things slide here and there as long as it passes the sniffer.

I had mine smogged the first day they introduced the pressurization of the gas tank.

It passed, no problem. Its only not passed once in 21 years.

So, is there a carb stickered front mount intercooler out there for a 2nd Gen? I've only read about ones for 3rd Gen's.

Most (legal) stuff from HKS comes with CARB stickers... turbos or other radical changes of course do not... it usually states this on the box, or you can ask HKS or the dealer...
