How old is your catalytic converter? you only need 1 good working cat to pass. Is your Air Pump working? Looks like your NOX is a little higher at 15MPH, try cleaning the EGR valve. I'd also replace the O2 sensor if your not sure when it was last replaced, hope this helps

doze numbers indicate you have a vehicle that will Kill People and Animals around it.

gross polluter!!
the link helps but there a other problems it did not mention...
hydroncarbons are high(faulty ignition system not firing, vacuum leaks)
NOx-engine operation leaner/hotter than normal,vacuum leak,over advance timing,
CO-rich A/F mixture
just a couple things to look at..but that should get you through...also your air pump might be stuck or full of carbon from the hose also clean if some vacuum hoses look brittle or piece in off clean the inside of the nipple and replace hoses...
