ok, what cali will do is give you a temporary pass pending smog, which will allow you two months to find someone to smog your car.......the temp passes only last two months but i've been able to get about 6 months of temp passes out of them, you just have to ask nicely. now, once you get your smog done take it back to the DMV and then they'll give you full registration. but that only lasts two years until you have to get smogged again.
if your car is running a "non-cali" ecu you will still have to get it smogged. you just have to know the right people.

doesn't matter which one you do first. of course if you smog first then go to dmv, then you're done that day. they give you your registration card and send the rest of the paperwork in the mail. if you register first, you'll still need to smog it, which you'll have to go back again to dmv to turn in the results. and i think with an out of state car, the standards aren't as high so a well maintained car should pass easily.
If you have triple-A, Just go to one of their locations nearest you... They do DMV work, but with less wait and faster service than the DMW... You have to be a triple-A member though... I used to have the plus only, but now Im a Premier Member thanks to 1984se....!
