The state Senate, in late session, voted several times as midnight approached in a last-ditch effort to approve $3.3 billion in cuts to education and other programs and stave off, at least temporarily, the IOUs that California Controller John Chiang is set to begin issuing Thursday in lieu of some payments
Democrats had been hoping to use the funds to help defray the state's projected $24-billion deficit. But the money was allocated for the fiscal year that ended Tuesday, and after that it was too late to make the cuts.

"We have that duty to make sure that no one starves," state Sen. Jenny Oropeza (D-Long Beach) said as she pleaded with GOP senators for their votes.

But Republican senators blocked the plan, which the Assembly approved last week. Schwarzenegger had vowed to veto the legislation because it did not meet his demand that any agreement close the state's entire deficit, an argument echoed by the Republicans in the Senate.


"No one wants to see IOUs issued, but equally important, no one wants to see us continue to avoid the problem," said Senate Minority Leader Dennis Hollingsworth (R-Murrieta).

Beyond any loss of the $3.3 billion in savings, state officials said, failure to make the education cuts could increase the budget deficit by up to several billion dollars, because education funding is based on the prior year's appropriations.

The governor and lawmakers met the legal requirement to approve a budget for the new fiscal year with an agreement they reached in February; however, declining revenues have thrown that budget out of balance, and forced the current negotiations.

A state appeals court panel clouded the budget picture further Tuesday with a ruling that could cost the state nearly $3.5 billion. The judges in the 3rd District Court of Appeal said that since 2007, gasoline-tax funds intended for mass transportation had been improperly diverted by the governor and lawmakers to cover other expenses. The state will appeal to the California Supreme Court, said H.D. Palmer, a spokesman for the Department of Finance.

Meanwhile, Chiang, who acts as the state's banker, has scheduled a meeting for Thursday morning of a state board that will determine what interest rate the state will pay on the $3 billion a month in IOUs it will begin issuing to contractors and some of California's neediest citizens, including the elderly, the disabled and the poor. California last issued IOUs in 1992.

amidst all these cuts and crap, anyone ever bother to get rid of the 50% excess of useless traffic cops that everybody hates anyways?

instead of.....you know, CUTTING ******* EDUCATION?

Your paying extra at a private university anyway.

**** cutting education, i cant take half the classes i need, not to mention the CSU system (at least for san marcos) capped next semester at 13units a person. on top of already cutting back classes and availablity.

That would be if my work wasn't paying for my profession related education. I don't have kids and never want them. Cut public education all you want Arnold. Raise tobacco taxes, triple the price of lottery tickets and come up with a better way to tax gambling winnings. People work that system. With Texas Hold'Em so popular, let's milk that for all we can. And widen the damn freeways.

And make another TERMINATOR movie!!!

Incase you missed it, we already spend more per student in public education, than any other state in the country. We're also ranked somewhere down near sewer water(43ish out of 50) in test scores.

It's not how much money you dump at a problem, but how you spend that money. California wastes it. BADLY.

the problem is, is that they need to please all the damn liberals and the ******* tree huggers that my children have to pay by the lack of education that they are going to get especially my youngest girl which is in the top 5% of worst cases of ADHD and she is not going to get the attention that she needs. they need to cut other places like the enviro and things like the legislature not the future of USA!

they should just stop wasting money on unnessary crap....[stupid cop projects missions like tracking down streetracing wtever,etc]

i know what you mean.. like shut down BAR ref stations etc.. but the profits they gain from tickets and fines probably makes up for all those people's salaries. Why do they have to pay cops for DUI checkpoints etc

The average California Legislature makes 116k a year. Maybe if we cut their salaries in half we'd make a dent. They make 40k more a year than the ones in NY and NJ...

^ So what? A few hundred people times 50k is X million dollars. Won't make a dent. The thing is government employees make way too much money in general. Like the DMV and other administration. We need to increase money to schools, cops (even traffic cops) and roads to keep the state's economy from being fubared even more. And loss of tax revenue follows this, for that matter. Why do they keep threatening to cut school classes (but IIRC hardly any teachers / their salaries) and close jails if we don't accept a ridiculous tax hike. Huh? You're cutting the most important things first? Ya, they're just trying to blackmail us into giving them more dough for the people that financed their election campaigns. Now we should just be pissed at the attempted tax hikes AND cutting important programs. Not either or.

Ya, I said "even traffic cops". Crazy driving actually slows traffic down, which wastes people's time and gas. You can't go faster than the traffic in front of you, even if you manage to gain an insignificant 4-5 car lengths by cutting people off. You force others to brake as you cut them off or brake yourself when you get stuck and can't go forward anymore. The surprised guy behind you suddenly brakes even harder, then the guy behind him harder than that, etc., and that's how traffic comes to a dead stop with nothing blocking the road.

We already spend far more on education, than any other state in the country. The results are laughable at best as we have some of the worst RESULTS of that spending period.

What needs to be done is cut wasteful bureaucracy spending, as well as get rid of all the welfare and social spending programs that drain our entire system. The amount of money illegals cost us every year is in the tens of billions, as an example.

We do not need to spend more on education. We need to spend more wisely what we have. We need to reward teachers who do their jobs well, and punish or fire those who don't. We need to get rid of many of the administrators and staff who are drawing 6 figure salaries for doing nothing.

God the list goes on and on.

IIRC the teachers salaries remain uncut and relatively high, with tenure keeping almost all of them in their job. But classes are getting cut. That's what I mean about the need to cut employee salaries, at the very least the lousy ones, but funding programs.

I remember school well enough to know that admins and teachers need to be cut, especially admin IMO, but people need their classes so they can get those little pieces of paper that let them get into college for more little pieces of paper to get nice jobs. People still need the opportunity to excel even if the staff only gets in the way. Limiting classes is ridiculous.

Fewer children would solve a lot of problems. From eductaion to policing crime to jail overcrowding to unemployment. China had the right idea of limiting population or PIIDB. 2 kids/family is enough. If you have children, your taxes go up to pay for them period. No more tax break for Married filing status. Listen to what we're debating here.

Let's lock down the border and keep illegals out. And if illegals have a child in the US, the child is no longer a legal citizen and gets deported.

My friend is a High School English teacher in Long Beach and can barely make ends meet. And he tutors on the weekend & after school. And in the summer. He said he's just a glorified babysitter that listens to parents whine. Why would I want become teacher? I say reduce funding of higher education. If college students are so smart, they'll find a way to pay for college themselves.

CA state income is very volatile. 49.1% from personal income tax, 34.6% from sales & use tax. That's 83.% of state revenue from sources on the razor's edge in this bad economy. Only 10.7% from corporate tax and 5.6% from other. During the housing boom earlier this decade, the state spent just as much as we took in. No savings. Terrible. Too many pet projects, too many handouts.
